Cannabis clubs in Barcelona

Barcelona is where the cannabis social club model grew furthest, and where it has been restricted hardest since. This guide covers what governs the associations today, why so many have closed, and how this directory's list was built.

What a cannabis club is

A cannabis social club is a private, non-profit association whose adult members grow collectively for their own use. It is not a shop: it does not sell to the public and may not advertise. Membership is usually by sponsorship from an existing member, and each association decides whom it admits. Consuming in public remains an offence under Ley Orgánica 4/2015, with fines from €601.

The Catalan law that no longer exists

Catalonia passed its own law regulating cannabis associations in 2017 (Law 13/2017). The Constitutional Court struck it down in full in 2018 (ruling 100/2018): controlled substances are a matter for the state.

What actually governs them: planning law

The city's 2016 PEUAT plan caps where an association may operate and sets minimum distances from schools and from each other. In 2024 the council closed thirty clubs that fell outside it.

How the Barcelona list was built

The Catalan registry of legal entities says who an association is; the municipal ground-floor premises census says where its premises are. Registry addresses alone are not published — thirteen associations are registered at a single address, because a registered address is often an accountant's office. An association is listed only where the census confirms the premises: 37 entries, 37 of them on the map. They are derived from open data, not visited in person.
