Cannabis Social Clubs in Bilbao

Bilbao's cannabis social clubs are one of the most misunderstood institutions in the city. They're not coffeeshops, they're not dispensaries, and they're definitely not retail. This guide explains how the system actually works, where the clubs are, what membership involves, and how the law treats them — written for visitors arriving for Spannabis 2026 or first-time travellers to the Basque Country.

What is a cannabis social club?

A Spanish Cannabis Social Club (CSC) is a private, non-profit association of adult cannabis consumers who pool resources to collectively cultivate cannabis for personal use. The model emerged in the late 1990s as a legal workaround: Spain decriminalised private consumption in 1992, but never legalised commerce. CSCs sit in the space between "legal private use" and "illegal sale."

The first Spanish CSC was Kalamudia, founded in Bilbao in 1997 — which makes the city, not Barcelona, the historical home of the movement. Bilbao's scene is smaller, less commercial, and overwhelmingly local-member.

How membership works

  • Members only. CSCs are not open to the public. You cannot walk in off the street.
  • Sponsorship is standard. Most clubs require an existing member to vouch for you. Some accept written applications. A few have introductory passes via third parties — but those should be treated with scepticism.
  • Adult only. 18+ is the floor; many clubs require 21+. ID is checked at the door.
  • Local residency preferred. Clubs that openly target tourists have been the focus of municipal crackdowns in Barcelona (2024) and that template is influencing Bilbao policy too.
  • No tasting tour.You don't pay-per-gram for an experience. Membership is annual, with a member contribution covering the cooperative's costs and dispensation of personal shares.

Bilbao neighborhoods to know

Cannabis associations in Bilbao cluster in a handful of districts. Knowing the geography helps if you have limited time:

  • Bilbao La Vieja / San Francisco (48003) — the densest CSC zone. The historic working-class neighborhood south of the river. Walkable from Casco Viejo. Includes CulCanna, The Roots, Green Bilbi.
  • Casco Viejo (48005) — the medieval old town. Home to Kalamudia and Apotheke CSC. Good base for combining cannabis culture with pintxos.
  • Santutxu (48004) — east-side residential neighborhood, less touristy. Prometheus is here.
  • Begoña (48006) — the basilica neighborhood, with Green Toki, which has a more therapeutic-use orientation.
  • Deusto (48014) — across the river, university area. Dr Who and Botikanna.
  • Outer metro (Erandio, Basauri, Portugalete, Sestao, Getxo) — a handful of clubs serve the surrounding municipalities and are easier to access if you're staying near the airport or BEC (Spannabis venue).

The legal context

Spanish cannabis law has three core pillars relevant to visitors:

  • Private consumption is decriminalised — adults can consume cannabis in private spaces without criminal liability.
  • Public consumption is illegal— Ley Orgánica 4/2015, the so-called "ley mordaza," sets administrative fines of €601 to €30,000 for public possession or consumption. Police enforce this. Don't smoke on the street.
  • CSCs operate in a grey zone. No specific law authorises them; they exist because of the constitutional right to private association (Art. 22) and the decriminalisation of private use. The 2015 Constitutional Court ruling struck down regional attempts (Basque Country included) to formally regulate them, so the framework is uniform across Spain.

What to bring

  • ID — passport or EU national card. Required at every door.
  • Proof of contact — phone number, email. Some clubs will ask for a residency proof; you should know in advance whether they accept tourists.
  • Patience— this is not a transaction. It's a membership process. Treat it like joining any private club.

What to skip

  • "Tourist passes" sold by third parties online — these are often the exact thing the 2024 Barcelona crackdown targeted.
  • Anyone offering to sell weed on the street — this is illegal and you become a target for fines.
  • Public smoking near tourist zones — Casco Viejo, the Guggenheim plaza, Plaza Moyúa. Police presence is high.
