Coffeeshops in Haarlem: sixteen shops and a ceiling from 1998

Haarlem tolerates at most sixteen coffeeshops and had exactly sixteen at the end of 2024 — a number the city has held since 1998, according to its own policy. This page sets out what is on the record, and what, strikingly, is not.

Sixteen, centred on the old town

The 2013 coffeeshop policy sets the maximum at sixteen, takes the centre as the default location, and carries a register of all sixteen tolerated addresses; exceeding the number is the first ground for closure. Later Gemeenteblad notices record relocations only, never additions. This directory lists 12, fewer than sixteen: we include only businesses that call themselves a coffeeshop in their own public listing, because no municipality publishes a list of tolerated addresses.

What the policy says about the residency criterion — and what it does not

The note lists the I-criterion among the tolerance conditions: the shop is open only to residents of the Netherlands aged 18 or over. The same document says this is the one criterion a municipality may deviate from locally — and then never says whether Haarlem does. We found no triangle decision, enforcement arrangement or policy rule either way, so we claim neither. Nationally, the WODC found two of 103 coffeeshop municipalities enforcing it with high priority at the end of 2024.

Little on paper, which is itself a finding

Haarlem has never consolidated its coffeeshop policy as a regulation; it exists only as a 2013 council note, and that document is a scan without a text layer. The only Haarlem regulation in force that mentions coffeeshops is the general by-law, which treats them as a hospitality category with no maximum and no tolerance provision. So most of what is written elsewhere about Haarlem does not come from an official document.
