Uruguay legalised cannabis in 2013 under Ley 19.172 — the first country to do so — and membership clubs are one of three lawful routes, alongside pharmacy sales and home growing. Clubs hold a licence from IRCCA, the state regulator, are capped at 15 to 45 members and 99 plants, and are non-profit. This is a legal framework, not a tolerated one, and not retail.
Members only, 18 or over, and Uruguayan citizens or legal residents only, registered with IRCCA. Tourists and other non-residents cannot join a club, cannot buy at a pharmacy, and cannot be signed in by a member — the restriction is in the law itself, not club policy.
