Bilbao's cannabis associations are concentrated south of the river in Bilbao La Vieja and across the old town, with a second cluster in Deusto near the university. The city matters more than its size suggests: Kalamudia, registered in Bilbao in 1997, was the first cannabis social club in Spain, and the Basque association registry is unusually transparent, which is why the entries here can cite an official source far more often than is possible elsewhere in the country.
