Tolerated, not licensed
A Dutch coffeeshop holds no licence. It operates on a municipal declaration that the sale will not be prosecuted, and municipalities do not publish those — so there is no register to check this entry against. It comes from the shop's own public business listing. Tolerance can be withdrawn, and shops close on it.
Nothing here is licensed and nothing here is legal — it is tolerated. Selling small amounts of cannabis over a coffeeshop counter has not been prosecuted since 1976 under the Opium Act's expediency principle, and each municipality issues a declaration saying it will not enforce against a particular shop on particular terms. Supplying that shop, however, is not tolerated at all. That contradiction — a tolerated front door and a criminal back door — is the whole of Dutch cannabis policy, and it has never been resolved.
No membership. Adults 18 or over, ID checked every time, 5 grams per person per day. But several municipalities — most of Limburg and Noord-Brabant, including Maastricht, Venlo, Tilburg, Eindhoven and Breda — apply the ingezetenencriterium and may serve Dutch residents only. Amsterdam does not. Each entry here says which applies.
