Malta

Malta did what Spain never has: it licensed the clubs. Cannabis harm reduction associations here hold an operating permit from a state authority, and only permit holders may enrol members — so unlike everywhere else in this directory, the list below is complete rather than assembled. Membership is restricted to Maltese residents by law.

How the law works here

Maltese cannabis harm reduction associations are licensed and supervised by the Authority for the Responsible Use of Cannabis. Unlike Spain this is a regulated framework rather than a tolerated one — but it is still not retail: associations are non-profit and may not advertise.

Members only, 18 or over, and residents only — an identity or residence card issued by the Maltese government must be shown. Visitors cannot join, whatever a third-party site may suggest.
